Toward A System of Examinations for Education in the USA

Assessment systems that can provide richer and more adequate evidence of the developed abilities, progress and status of students are needed. In this paper the author is asked to explore achievement tests that can be utilized and supplemented by programs of time distributed, multi-purposive educational measurements, from the data of which, administrative, accountability and instructional decisions can be made.
