Author: Greg Chung
Consulting Editors: Eva Baker, Pat Forgione, and Michael Nettles
This paper begins with the assumption that some of the potentials and problems of educational measurement adhere to the manner in which assessment data are used or not used. The author of this paper is asked to synthesize what we know about the design and use of relational data management systems in commercial, educational, industrial, intelligence and military information management systems. The author is also asked to explore the implications of this knowledge base for the use of educational assessment data to inform and improve teaching and learning. VIEW DRAFT
